Concepts like "green public procurement," "sustainable development," "sustainable public procurement," are increasingly common in development strategies established at the European, national or local levels. In this regard, the following terms can be considered: Green public procurement is defined as a process through which public authorities acquire goods, services and works with a reduced impact on the environment throughout their lifetime, compared to goods, services and works with the same basic function which would have been purchased in the classical system , while the sustainable public procurement is a process whereby organisations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis in terms of generating benefits not only to the organisation, but also to society and the economy, whilst minimising damage to the environment. The aims of the implementation of sustainable procurement are: development of a market for ecological products and services which would lead to the improvement of environmental performance of services and products, as well as the technologies applied to obtain them; modernization of public institutions from the point of view of products, services and works whose acquisition would include, when possible, ecological criteria in the tender documentation to allow biodiversity conservation, reduction of the excessive use of natural resources, protection and improvement of the environment, prevention and reduction of environmental pollution, promotion of sustainable consumption and production, thus reducing environmental degradation while still promoting economic growth.
