Wider Caribbean Region Multilateral Technical Operating Procedures for Offshore Oil Pollution Response MTOP - CEP Technical Report 81

As encouraged by the International Convention on Oil Pollution Preparedness, Response, and Co-operation (OPRC 1990) and the Protocol Concerning Co-operation in Combating Oil Spills in the Wider Caribbean Region, (Oil Spills Protocol 1983) under the Convention for the Development and Protection of the Marine Environment of the Wider Caribbean Region, (Cartagena Convention 1983), and the Caribbean Island OPRC Plan 2008, the below procedures have been developed. These regional procedures are intended to further the implementation of those instruments to respond efficiently in the event of an oil spill. These non-binding procedures are intended to complement the above referenced documents, but in addition include amplifying information regarding offshore response issues and more detailed operational aspects for joint responses where participating countries’ interests could be impacted by an oil spill.
