Reducing Emissions from Private Cars: Incentive Measures for Behavioural Change

This report is intended to motivate concerted efforts by governments, industries and citizens to reduce emissions from the private car sector. The contents of this report are structured as follows: Section 2 defines the problem and highlights automobile use as major contributor to CO2 emissions. Section 3 then explores the policy failures that influence a continued increase in automobile use. Section 4 provides an overview of the cases in the Appendix that review and analyse the numerous ongoing public policies and actions aimed at reducing CO2 emissions. Section 5 briefly pulls together the major ingredients for improving infrastructure design and the actions taken to motivate and sustain changes. Some concluding observations are found in Section 6.
