This paper provides an overview of the history of the Montreal Protocol on Substances that Deplete the Ozone Layer, examines the necessity and effectiveness of the Protocol's trade measures and evaluates the measures for consistency with the trade rules of the general Agreement on Trade and Tariffs. It also examines possible mechanisms for settling disputes which may arise as a result of the interpretation and implementation of the Protocols trade
