Networking Counts: Montreal Protocol Experiences in Making Multilateral Environmental Agreements Work

Strengthening MEAs through people networks. This booklet describes a particularly innovative and dynamic institutional structure that assists developing countries under the Montreal Protocol on Substances that Deplete the Ozone Layer - the Regional Networks of Ozone Officers. Financially supported by the Protocol’s Multilateral Fund and the Government of Sweden, and managed by the United Nations Environment Programme, these "people" networks have strengthened the capacity of National Ozone Units (NOUs) in more than 114 developing countries and helped improve compliance with the treaty.
