Formal democracy is well developed in Lithuania. Participation rights, electoral competition and the rule of law are generally respected by the Lithuanian authorities. However, substantive democracy suffers from a few weaknesses. Party financing is not sufficiently monitored or audited, and campaignfinancing fraud is not subject to adequate enforcement.
