The first draft of this document was originally prepared and presented by the Environment Agency of Japan in cooperation with Marine Parks Centre of Japan, as a contribution to the International Coral Reef Initiative (ICRI) Workshop (Dumaguete City, 29 May - 2 June 1995). The Dumaguete meeting requested United Nations Environment Programme's (UNEP) Regional Coordinating Unit for the East Asian Seas Action Plan (EAS/RCU) to arrange for the preparation of a revised version to be submitted for the review of the International Coral Reef Initiative Regional Workshop for the East Asian Seas
